MCPD arrest report 12/11-12-16

The following subjects were arrested by the Mt. Carmel Police Department.  All subjects are innocent until proven guilty in a court of law.

12/11/2016- A Mt. Carmel Police Officer initiated a vehicle stop in the area of 6th and Division Street.  During the traffic stop the driver ran from the vehicle preventing his arrest.  Body Cam footage was used to identify the driver as 29 year old Andrew C. Smith of Mt. Carmel.  Smith was apprehended two days later and charged with driving while revoked and operating an uninsured motor vehicle.  Smith was transported to the Wabash County Jail and held pending the posting of bond.  Further charges could be filed.

12/12/2016- Mt. Carmel Police arrested 49 year old Jackie Joe Ellis of Mt. Carmel after he was observed operating a motor vehicle in the 200 block of  Market Street in Mt. Carmel.  The arresting officer knew Ellis was driving on a revoked driver’s license and was stopped in the VFW parking lot.  Ellis was arrested and transported to the Wabash County Jail where he was cited for driving while revoked.  Ellis was held pending the posting of bond.

12/13/2016-Mt. Carmel Police arrested 49 year old Thomas M. Wood of Brunswick, Georgia after he was stopped for a traffic violation.  During the traffic stop it was suspected that Wood was under the influence of alcohol.  Wood was arrested and transported to the Wabash County Jail where he was charged with DUI and disobeying a stop sign.  Wood was transported to the Wabash County Jail where he was held pending the posting of bond.

12/14/2016-Mt. Carmel Police arrested 42 year old Samantha G. Cessna of Bridgeport after she was stopped for a traffic violation in the area of 9th and Walnut Street.  During the traffic stop it was discovered that she was driving on a suspended driver’s license.  During the arrest of Cessna it was discovered that she was in possession of suspected methamphetamine, cannabis and drug paraphernalia.  Cessna was transported to the Wabash County Jail where she was cited for driving while suspended, operating an uninsured motor vehicle, possession of cannabis (ordinance violation) and possession of drug paraphernalia.  Cessna was held at the Wabash County Jail pending the posting of bond.

12/15/2016-Mt. Carmel Police responded to a male subject parked in the roadway on S. Walnut Street.  When police arrived on scene they located 35 David L. Ray from Visalia, California.  When police arrived on scene they observed Ray passed out behind the wheel.  Officer’s were able to wake Ray from his sleep and when they did so, they noticed a loaded revolver under Ray’s leg.  During the corse of the investigation it was discovered that the vehicle Ray was driving was reported stolen from Enterprise Car Rental.  During the arrest of Ray narcotics were discovered inside of the vehicle.  Ray was arrested and transported to the Wabash County Jail where he was charged with unlawful use of a weapon by a felon, no FOID card, possession of methamphetamine, possession of drug paraphernalia, and delivery of cannabis.  Ray was held pending the setting and posting of bond.

Mt. Carmel Police arrested 22 year old Kendal M. Martin of Mt. Carmel after she was stopped for a traffic violation.  During the traffic stop it was discovered that Martin was wanted on a Wabash County failure to appear warrant and a White County failure to appear warrant.  Martin was arrested and transported to the Wabash County Jail where she was served the warrants and cited for no valid driver’s license.

12/16/2016-Mt. Carmel Police arrested a couple after police were called to their hotel room on W. 3rd Street.  During the investigation it was discovered that 30 year old Charles J. Hagan and 32 year old Jackie P. Martinez both of Mt. Carmel were in a physical altercation.  Both subjects were arrested and transported to the Wabash County Jail where they were charged with domestic battery.  Both subjects were held pending the posting of bond.
