Norris City Village Board Report

Signs have been put up at the park and the ball fields recently asking people to clean up after their dogs, but many have been ignoring them.  Also, a plaque will be soon be put up at the playground listing all those that donated to it.
Taylor Marsh, the new Indian Creek Township Supervisor introduced herself to the board.  She also dropped off an updated agreement with the village for the Community Center to be used as a warming center with a generator.
Mayor Skip Land said he was upset with some people complaining about making agreements with the Township sharing resources to make improvements, when they should be applauding the village and township for getting together to save money.
Stephanie Smythe addressed the board about raising quail on their property.  They’re easier to take care for than chickens and are cleaner and quieter.  Also, no licenses or permits are required by the state for quail.  Mayor Land said there also was nothing in their ordinance concerning quail.  The board agreed that more research would be done on the matter and brought up at next month’s meeting, since the item was not on the agenda for this month’s meeting.
The Mayor said an energy company approached him about purchasing electricity from them, but he doesn’t want to do anything until they can work out their situation with Ameren.
Ashley Bowman of Studio 114 got some construction quotes and was asked to get some more.  It was agreed to table it until next month’s meeting.
Concerning ESDA and emergency services, some ESDA money will be used to buy a dry hydrant for the reservoir.
The Mayor and the board agreed that there was no need for changes to committee assignments.
The village will spend $20,000 from TIF funds and $20,000 from MFT funds for sidewalk repairs.
The board approved amending the budget to approve $50,000 for Parks and Recreation, which would cover any improvements that need to be made.  Also, a part-timer will be hired to get the ball fields prepared for each season.
There have been only two bids for Phase V of the Water Project.  They’re waiting for EPA to send some final paperwork in and it will be put back on the agenda to award the bidding process to the low bidder, which is from Wiggs Excavating in the amount of $1,576,110.  And the water meters for Phase IV are coming in sometime this week.
In the Police Report for June, there was one accident report, one arrest, one traffic stop and warning, one citation issued, and 48 total service calls.
The board adjourned at 7:58 PM.
The next village board meeting will be on the second Monday in August, the 11th instead of the 4th, as Mayor Land will be on vacation the first week of the month.
