The lowest of the three bids for the Water Main Replacement Project was from Wiggs Excavating in Benton in the amount of $707,512.50, subject to approval by the Illinois EPA. The paperwork will be sent off to them today. The bids were opened in a special meeting held yesterday (Monday) morning at 10 o’clock at the village hall.
The cost of oil and chipping of streets will be $34,402.60.
The board agreed to purchase a Cell Modem for the water wells on Concord for $14,200. It sets off an alarm if there is a problem. The old system, which had been used for many years, caused the alarm to go off constantly whether there was a problem or not.
There were two bids for the surplus vehicle, a 2003 F-150 truck. They accepted the highest bid of $700 from Jeff and Rochelle Bond.
The situation with the Ambulance Service Building and the Mayor’s authority to spend money for emergencies were tabled to look into further.
Some visitors with business before the board were in attendance.
Krystal Guard, who has been cleaning up her property at 416 Main Street, noted that she received a letter telling her that she had 30 days to do the work. She noted that it took her a long time to get the deed to the property, so work started late and there is too much work to be done, so it will take more than 30 days and she asked if the time could be extended to 90 days. Mayor Skip Land said that he noticed a lot of work had been done so far and he said he is willing to give her that extra time. The board agreed to the 90 day period.
Amanda Holman was granted her TIF request for work to be done on the American Beauty building. Total cost of the work is $12,736.41 for roof repair and window replacement.
There has been some confusion about the speed limits on residential streets. Efforts will get underway to make sure all residential streets have 25 MPH speed limits as required by law.
A vicious black dog, breed unknown, is running loose in town and animal control has been unable to capture it or find its owner. It has chased and bitten people and other animals. They’ll keep trying to catch it.
The Emergency Weather Sirens will be tested on the First Tuesday of every month at 10 AM.
In the police report for May, there were 12 reports written, two arrests made and no citations issued, as well as 21 9-1-1 calls. On May 14th, officers participated in the annual taser recertification training with White County deputies and the Carmi Police Department. The Trailer bill, or Safe-T Act passed the state house and senate on the final day of the month, which resolved almost all the major concerns, if not totally to the satisfaction of the Ill. Assoc. of Chiefs of Police. It puts law enforcement in a much better place than the original language contained in the law. Negotiations are ongoing. Also, on May 3rd Isaac Anderson received five years in the Department of Corrections for residential burglary, co-defendants Caleb Czak and Zachary Hurley both also received five years for an incident that occurred in March.
The meeting ended after about an hour and 15 minutes.
The next meeting of the Norris City Village Board will be Tuesday, July 6th at 7 PM due to the Fourth of July Holiday.
