A Cleveland, Tennessee, resident was arrested by Carmi Police on Monday night.
Ethel Welch was stopped a little after 10 pm for having no running headlights or taillights, and the officer arrested Welch for Driving Under the Influence of Alcohol and issued a citation for Operating an Uninsured Motor Vehicle.
