The Norris City Village Board held its regular monthly meeting Monday night and met for an hour. Scott Mareing was there and has this report…
Kim Sutton, along with Diana Haley of Caring for Cats in Norris City addressed the board. Sutton spoke about how the organization is a cat advocacy group, trying to reduce the cat population with TNR, which stands for trap, spay and neuter. Socialized cats are sent to rescue groups to find homes for them. They work with the Harrisburg Veterinary Clinic and Pets At Risk. The group is not a 501(c)3, so they depend on volunteers and others.
Jana DeLong of Coleman Tri-County Services told the board that they work with those with intellectual disabilities, such as autism and down syndrome. They provide vocational training and community service programming. DeLong asked the board to consider the village hiring a person that has an intellectual disability and Mayor Skip Land said they would look into it.
Dylan Ackerman is joining the police academy shortly.
The board approved paying the bill to the Risk Management Agency. The cost of bonds increased to $250,000 for Phase IV of the water project.
The village is working on the IDOT agreement for the repaving of sidewalks from Illinois Route 14 to Illinois Route One.
The board also approved a liquor license renewal for Jojo’s, formerly known as Kelly’s Quick Stop, located at 104 East Fourth Street, to include package carry outs.
Water Well #2 capacity is down by 40% from 500 gallons down to 410 gallons. The board approved using a process that eats up calcium in the wells, causing capacity to increase, at a cost of $23,000.
Roof bids for buildings on East Main and Division Streets, totaling $29,000, will be paid for with $25,000 of the amount to be paid from TIF monies, and the other $4,000 to come from the general fund. The village will talk to the TIF attorney about the matter.
Phase IV work has just started with laying of pipes and there will be the normal payout of Phase III.
The audit from Botsch and Associates was presented and the public is invited to come to city hall to take a look at it.
A permit was approved for a Christmas Parade to be held on November 30th from 5 to 7 PM, running from the High School to the Post office, with no road closures or detours needed.
The annual Village Christmas party will again be held at the Hideout in Marion on December 6th at 5 PM.
In the Police Report for October, there was one accident report, one arrest made, four citations issued, along with 17 calls for service and 225 office/non emergency calls. There was no Animal Control report.
