Sheriffs Department Activity – November 25th Through 30th

A Marion, Illinois woman with a Failure to Appear warrant was arrested last Tuesday by White County Sheriffs authorities.  It was about 9:45pm when a deputy on his way to a car/deer collision spotted 49-year-old Andrea Seagle westbound on Highway 14.  After a check with dispatch to confirm the warrant, law enforcement conducted the traffic stop which resulted in Seagle’s arrest.  She appeared in court last Wednesday morning and was subsequently released.  The original charge for Driving while License Suspended was picked up in September of 2024 and resulted in 2 years of supervision and a fine.  She failed to appear for a third time in May of this year prompting the filing of the warrant.  Seagle will be due back in White County court on December 15th.  She still has $477.50 to pay on her fine.

Sheriff’s authorities also served a warrant on Wednesday morning.  A deputy watched 49-year-old Michael Ellison of Norris City walk into Wal-Mart in Carmi just after 9am and says he knew the man was wanted on a White County warrant for Deceptive Practice-Bad Checks.  Ellison was taken into custody without incident and released.  The original charge dates back to June of 2024 according to online court records.  The warrant was issued in January of this year.  Ellison will be due in White County court for a first appearance on December 16th.

A local man is back behind bars inside the Department of Corrections network following his arrest Wednesday morning in Carmi.  Sheriff’s deputies along with a parole agent descended on the Carmi Motel just about 9:15am and knocked on a door that would be answered by 58-year-old Andy Scarlett.  He was taken into custody, transported to the White County Jail and then transferred to another facility.  In 2019, Scarlett was sentenced to 5 years in prison after an incident in which he was found guilty of Aggravated Domestic Battery.

A Crossville woman out on Pre-Trial release from two other incidents and with two domestic charges between 2022 and 2024 is back behind bars following an incident on Thanksgiving.  White County Sheriffs authorities say they arrested 38-year-old Tiffney Whitley just after 5:30pm on Thursday.  She’s facing new charges of Aggravated Battery as well as two counts of misdemeanor Domestic Battery.  Whitley is due in White County court for a detention hearing on Thursday.  She’ll remain behind bars until then.

A Norris City man is out of jail, but facing a week’s worth of charges following his arrest Sunday.  Sheriffs Deputies say they were dispatched to 750 East north of County Road 825 North regarding a white GMC Sierra off the road in a ditch.  The officer says he located the vehicle on its side with the passenger’s side window shattered but no driver on scene.  While inventorying the vehicle, the officer says he found a Ruger pistol in the middle glove box and an empty 9mm casing on the dash.  Crews requested medic, dispatched a drone, and walked the area looking for 34-year-old Christopher Ramsey, who the vehicle is registered to.  Not until they found an unlocked camper on a neighboring property did they find the man who officers say they found a strong odor of alcohol emanating from.  Ramsey was taken into custody and is facing charges of Reckless Discharge of a Firearm, Open Container, Obstruction of Justice, Resisting a Peace Officer, leaving the Scene of an Accident, Failure to Report an Accident, and Failure to Reduce Speed to Avoid an Accident.  About half of the incident is redacted.  Ramsey was given supervision for 2 years after pleading guilty to speeding more 35 mph over the speed limit this past May.  In court Monday morning, Ramsey was ordered to be released after the judge saying the court is convinced that Ramsey discharged the firearm in order to exit the wrecked vehicle.  A preliminary hearing has been set for January 5th.
