Norris City Village Board Considers Health Insurance; Makes Donations Monday Night

Danny Woolsey addressed the board concerning the village employee’s health insurance.  He said there are now very few choices in health insurance due to companies getting out of the business of insuring municipalities.  Blue Cross/Blue Shield is who the village is with now.  Woolsey compared them with another company, which was not named, that may be cheaper with a better network of doctors.  The board members decided to look into the matter and see if the other company’s doctor network is better before making a final decision.
There were four bids submitted for storm warning sirens for the village, and the board decided to go with Novacom, who they already have their current siren with, to purchase three more sirens to be placed around town as had previously been announced.  It should take about a week to install them.
The price of the placards around town promoting Norris City have doubled, so the group that supplies them have asked for a donation to replace them with plastic ones, which are cheaper and will last several years longer. The current ones are made of metal and the letters are fading   The board agreed to donate $500 to replace the plaques.
MaryAnne Salvato, who is with a group providing meals for needy seniors in the area, is asking for a donation of $1,000, as she said times are tough.  The board members all agreed to donate that amount.
Ashley Garlick was to be at the meeting, but she’s very busy working on the country’s 250th birthday celebration for July 18th.
The bond holding on South Division Street, where the old lumber yard was, has been unresponsive, so Mayor Skip Land is going to contact the Illinois EPA and get them to remove the junk there.
The board approved a Bucket Brigade, which is put together by Tumble Time, to be held at the intersection of Division and Main Streets on Wednesday, April 25th and you must be at least 16 years of age to participate.
A quote of $24,976 from AR Martin Construction for repairs to the culvert on North Division Street was approved.  TIF money or MFT funds can be used to pay for it.
The low bid of $13,312 was approved for sidewalk and driveway repair in town using TIF money or MFT funds.
A payout to Brown & Roberts for Phase 4 of the Water Project was made.  The money had already been approved.
$500 was donated to the After Party at the NCOE High School Graduation.
They are going to look into an ordinance on E-Bikes for next month’s meeting, as there has never been one before.
In the Police Report for March, there was one accident report, six traffic stops, six written warnings and 20 calls for service.
In Animal Control, two skunks were picked up.
The board adjourned at 8:13 PM.
The next NCOE Village Board meeting will be on May 11th at 7 PM.
