Public Notice: Invitation to Bid – White County Highway Department

Invitation to Bid

The various departments of the White County Government, White County, Illinois, will receive sealed bids for gasoline and diesel fuel for the year beginning March 1, 2026 and ending February 28, 2027.  All fuel tanks are located at the fuel yards located on Council Street, Carmi, IL.

All bids must be made upon the form supplied by the White County Government and must be signed.

Forms may be picked up during regular business hours at the White County Highway Department, 1103 East Main Street, Carmi, IL 62821.

Bids must be submitted by 3:00 p.m. on February 17, 2026 to Brian Ray, County Engineer of White County, Illinois.

Please mark “Fuel Bid” on the envelope.  Bids will be opened at the regular meeting of the White County Board on February 17, 2026 which begins at 7:00 p.m.

Delivered fuel quantities shall be invoiced & billed separately to each entity as follows:

Diesel Fuel and Unleaded Gasoline bids will be awarded separately; bidders are not required to submit bids for each type of fuel.  Bids are being solicited on:

  • Cost per gallon markup over wholesale price.
  • Guaranteed Price basis.

If the successful bidder bids a cost per gallon markup, that bidder will be required to supply the White County Board proof and verification of fuel costs from time to time as required by the White County Board.  Failure to supply such proof will be cause to terminate this contract.

The successful bidder shall furnish the following items and include the costs associated therewithin their bid price for each type of fuel specified at no additional cost to the County:

  • Storage tanks and pumps meeting or exceeding federal and state requirements.
  • Repair and maintenance services for the storage tanks and pumps furnished.
  • 24 hour on-call service for fuel delivery and tank or pump repair services.
  • Any and all additives to allow for winter operability of diesel engines.
  • Fuel Lock™ electric monitor for fuel pumps, or equivalent.

All fuel supplied must meet or exceed the requirements set forth in the applicable sections of the current ASTM specifications for fuel.  Gasoline supplied shall conform to ASTM D4814, and all diesel fuels shall conform to ASTM D675.

The successful bidder will be required to provide proof of liability insurance to the County of White.  The insurance shall be in such form as will protect all parties from all claims and liabilities for damages for bodily injury, including accidental death, and for property damage which may arise from operations under this contract, whether such operation was caused by themselves or by anyone directly or indirectly employed by them.  Insurance must also cover the accidental discharge of fuel during the course of performance of this contract.

As evidence of insurance coverage, White County may, in lieu of actual policies, accept official written statements from the insurance company certifying that all insurance policies specified above are in force for the specified period.  The successful bidder shall submit evidence of insurance to White County within 10 days of being notified of award of this contract.  Written notice shall be given to the County of White at least thirty (30) days prior to the cancellation or non-renewal of such insurance coverage, as this will be cause to terminate the contract.

The White County Board reserves the right to reject any or all bids, to waive technical or legal deficiencies, and to accept any bid that it may deem to be in the best interest of the County.

The undersigned firm certifies that it has read and fully understands the terms of this contract and any violation of this contract will be cause for its termination.  The undersigned firm also certifies that it has not been convicted of bribery or attempting to bribe any office or employee of the State of Illinois, nor has the firm made an admission of guilt of such conduct which is a matter of record, nor has an official, agent, or employee of the firm committed bribery or attempted bribery on behalf of the firm and pursuant to the direction or authorization of a responsible official of the firm.  The undersigned firm further certifies that it is not barred from bidding on this contract as a result of a conviction for the violation of State laws prohibiting bid-rigging or bid-rotating.
