WROY ALL Oldies 1460 and 97.3 WRUL The Tri-State Boomer are part of the Withers Broadcasting network...a group of 13 stations throughout Southern Illinois. WROY has been on the air since 1948. WRUL has been operational since 1974 and for over 30 years has played country music. The stations boast a rich history and have been an active part of the tri state since their inception.
WROY delivers newscasts at 6:30am, 7:30am, noon and 5pm daily and is also home to several local community events. WROY broadcasts Veteran Day services live each year as well as the White County Spelling Bee, Awards Day ceremonies at NCOE and Carmi White County High School. Currently, during daytime hours, WROY plays just about anything pop from the 50's through the 90's. It's the largest range in music offering in the tri state area. WROY is also a heritage St. Louis Cardinal affiliate.
WRUL is southeastern Illinois' number 1 station and where the region turns to hear "Today's Best Country". The station gets it's name the Tri State Boomer from it's vast range, covering all or a massive section of 25 counties in a 3 state region. In addition, WRUL is home to Carmi White County High School sports, all 26 games of the Eldorado Holiday Tournament and SIU Saluki football and basketball.

V. DESCRIPTION OF INITIATIVES TAKEN BY OUR EMPLOYMENT UNIT TO THE COMPLY WITH FCC RULES:
1. Dissemination of employment information to currently 15 employment agencies, educational institutions, etc.
2. WRUL-FM /WROY-AM participate in local events and festivals, distribute information about itself and employment opportunities. Examples of such local events and festivals are the White County Fair and Relay for Life.
3. As part of Withers Broadcasting, we have a network of professionals we can use as a recruitment source. We make employees of our sister stations aware when we have a vacancy, in effect creating a regional in house recruitment agency.
4. On the job training. WRUL-FM and WROY-AM provide on the job training to enhance the skills of it’s employees. Our practices include hiring part time employees, training and working with them to enhance their skills and abilities. We then encourage them to apply for full time positions when they come open.
5. In addition, WROY/WRUL increasingly utilize online job banks.
